The Commonwealth of Virginia needs to be able to remain competitive in the arena of higher education as well as for employees in general.  This proposal would mean Virginia is offering benefits comparable to the great majority of private employers in Virginia as well as peer institutions for higher education.  Given the lack of cost to the government and the limited potential for abuse because of its specificity, it makes great sense to make this change.
