Benefits for illegal aliens?
 

It would appear that someone operating a boarding house for illegal aliens could qualify them for coverage under this proposed rule change.  That would be to the detriment of the Commonwealth.

It is not unknown to have state employees overcrowding their residences with as many as ten to fifteen illegal aliens who pay the landlord rent.  Since anyone in a state employees residence would qualify for health insurance under this provision, the landlord (state employee) could choose to increase the rent he is demanding in return for providing his renters with access to taxpayer-supported health insurance.  This would allow those who overcrowd residential properties to potentially profit as a result of this rule change.

If this is to be enacted, it may be a good idea to restrict coverage to only those who are legally present in the Commonwealth.
