Not only will this not cost taxpayers money (state employees desiring the coverage will pay for it themselves), it will save money because we already pay for medical care for the uninsured when they receive treatment at public facilities.  This better distributes those costs.  I sincerely hope the opponents to this policy already practiced by many states and most Fortune 500 companies will stop deluding themselves with prejudice and come to the reasoned conclusion that this helps obtain medical care.  I'm not sure where in the Bible it says gays and lesbians (for example) should not have health insurance.
