When adults lose jobs, they become one illness away from dependency on taxpayers.  But taxpayers can benefit all around with these proposed changes.  Letting folks insure household members costs the taxpayer nothing in the short term.  In the long run, these changes allow families the opportunity  to insure at least a few adult children and other qualified adults through hard times.

As one simple measure of economic stress, reliance on food stamps in the Commonwealth has increased a whopping 27.6% from 2008 to 2009.  Standing in the way when families and loved ones are attempting to fill the gaps whenever possible would lack any sound reason or business sense.
