No, the premise is all wrong
 

Beyond violating the VA Constitution, the premise that non-related adults living in a home with a State employee are unable to get health benefits is a farce.  When I moved out of my parents home, I had a choice whether to get insurance or remain un-insured.  I chose to spend the money and get insurance. 

At this time, both my wife and I are on different insurance policies.  Her insurance is through her employer, while it costs less for me to mainain my personal plan.  In fact all of my dependents are on my policy because it is more cost effective to keep them on my insurance than it is to put them on hers.

A same sex partner or "non-related adult" should go out and get an individual insurance policy, it can be done.

Beyond that, saying that it will not cost the state more than it currently does is just not true.  Giving more people access to the State benefit plan will cost more in the long run.  I just can't suspend my logic long enough to believe this can be done at no additional cost to the state, even if the cost is just seen in managing the paperwork required.
