The added cost on taxpayers is certain.  Consider the limitless number of unrelated people that can participate on an individual's policy.  This abuse is inevitable without regulation upon regulation.  The cost of administering and regulating will go up.  The premium costs will rise, for all, not just state workers.  Does the State subsidize the premiums?  Add that in.

It may also be an unconstitional proposal, thus making it a waste of your time.  Don't do it.
