The state is operating at a HUGE Deficit & you want to go more in debt by giving more health benefits that we don't have the money to pay for? Something is wrong with this thinking!!! It's like charging benefits to a credit card with high interest. We don't have the money, we can't afford to do it & there are many more things the state can do with money IT DOESN"T HAVE.
