The proposal doesn't cost the tax payers anything and ensures that two adults who are mutually dependent on one another, regardless of whether the relationship is romantic, platonic, or familial (like brother, aunt, etc). I would like it to go further, considering current state benefits pay over 80% of the cost of premiums for employees, spouses and covered dependents (and this wouldn't), but it's a step in the right direction.
