state employees option to include either spouse or an “otherwise qualified adult" in insurance
 

I am profoundly grateful to see this option raised at last.  It is a much needed option and will be only a boon to the citizens of the Commonwealth.  Virginia could come into the 21st century with benefits already adoped by a majority of Fortune 500 companies and do so at absolutely no additional cost to tax payers.  State employees (who have not received raises due to budget cuts) would get an additional option in their state insurance and be better able to meet the needs of their family members.  This is a humane, common-sense, good business decision for the Commonwealth to take.  It is supportive of citizens, of the common weal, and speaks to Virginia's willingness to progress with the times.  Every management guru speaks to the need for flexibility in order to thrive in complicated times.  This would be a magnificent show of responsiveness and flexibility on the part of our great state.  I have lived here my entire life (nearly 55 years) and seeing this come to pass would make me even prouder of being a Virginian than I already am.  Let us come together to do the right thing.  My great gratitude to Governor Kaine for raising this issue!
