It is not fair to grant insurance benefits to some types of adult relationships and not to other, similar relationships.  This proposal will treat all similarly situated partners similarly.   That's appropriate.

This proposal will also make it easier to attract the best and brightest as State employees.  That's important at a time when it is increasingly difficult to attract capable employees into public service.

The proposal should be adopted.
