Please provide further clarification on the following:

Tasks performed by unlicensed personnel cannot constitute the practice of behavior analysis. Unlicensed personnel includes, but is not limited to Registered Behavior Technicians (RBTs)."

*These two statements are confusing and contradictory seeing as a RBT is defined as personnel under the supervision of a LBA or LBA.
