For project type 2, eligible activity 7, VDEM would like to submit the following feedback: if applicant is awarded funds to install monitoring equipment, it is requested that applicant share this information with the Virginia Department of Emergency Management’s Flood Intel Unit (assuming DCR will already know since they are the grantor) to enhance coordination of statewide flood monitoring initiatives. It is also recommended that the applicant strongly consider a vendor who provides the capability to auto-share the monitoring equipment’s data with the National Weather Service (NWS).
This would be to add language in the narrative part that ties to scoring criteria. We understand that it may a challenge to require it, but we figure a request would be reasonable.
Under "Project Type 3: Dam Repair, Safety Modifications or Removal" change second bullet on page 15 to:
"Up to $7,000,000 for privately owned High- and Significant-Hazard dams"
Justification: By definition, failure of a Significant Hazard dam might cause loss of life or appreciable economic damage. This risk justifies eligibility for Significant Hazard dams to receive grant funding to upgrade/repair the dam. In addition, it's my understanding not all 2023 funds were disbursed, so expanding eligibility would allow the threat from more dams to be mitigated.
