This regulation is adopted pursuant to the authority granted to the Virginia Racing Commission (the "Commission") under Title 59.1 of the Code of Virginia (the "Act") and is intended to establish a technical framework for holders of a limited license to permit authorized visitors, not otherwise required to hold a permit under the Act or the Commission’s regulations, to access designated non-secure areas of a racetrack enclosure under specific conditions and protocols approved by the Commission. This regulation serves as a technical rule that prescribes controlled access to certain common areas of an enclosure to ensure the proper and fair conduct of live horse racing at licensed meetings. This regulation is also intended to support the promotion, sustenance, and growth of the horse racing industry in the Commonwealth as outlined in § 59.1-364.A of the Act. |
