To amend section 90 on temporary licensure to allow a person who has not passed the licensing examination to continue practice with a temporary license provided he continues to work for a non-profit organization.

Agency Decision Summary

The Board voted to deny the petition because the temporary permit holder may never have been licensed to practice dentistry by any jurisdiction and may never have passed an examination testing minimal competency. To allow a person to continue practicing dentistry without licensure or passage of an examination does not provide adequate protection for the public health and safety. According to the Code of Virginia, the temporary license is valid for two years to give the application sufficient time to take and pass the required examination.
