RE: August 25, 2026 Hampton Wetlands Board meeting
The Hampton Wetlands Board will conduct a regular meeting on Tuesday, August 25, 2026 at 5:00 p.m.
in Hampton City Council Chambers, 8th floor, City Hall, 22 Lincoln Street, Hampton, Virginia. A work
session will occur prior, starting at 4:00 p.m. in Hampton Community Development Conference Room,
5th floor, City Hall, 22 Lincoln Street, Hampton, Virginia. The Board will consider during its regular
meeting:
Joint Permit Application 2025-1994: St. Mary Star of the Sea School, 14 N Willard Ave [LRSN:
12001139], a request to modify 17,393 square feet of existing vegetated wetlands, non-vegetated
wetlands, and uplands along 554 linear feet of shoreline for purposes of erosion control, enhanced
shoreline resilience, and habitat creation. Sand fill is proposed across 7,908 square feet of the project area,
and the project will cumulatively result in a net gain of 5,763 square feet of new vegetated wetlands. The
project consists of four distinct sections, each varying in existing and proposed conditions:
• Section A consists of an existing 165-linear-foot living shoreline with revetment across 5,485
square feet of vegetated wetlands, 1,084 square feet of which will be enhanced with additional
sand fill and replanted with Spartina plugs;
• Section B consists of mudflats adjacent to a 167-linear-foot existing brick and concrete bulkhead
which will be removed, after which an area equivalent to 6,346 square feet will be converted to
vegetated wetlands;
• Section C is comprised of an out-of-use boat ramp approximately 72 linear feet in width,
surrounded by concrete rubble which will be removed, following which an area of 5,783 square
feet will be impacted to create new vegetated wetlands, and an upland island area to be used as an
educational space;
• Section D features an existing 150-linear-foot brick bulkhead which will be retained as-is and
fortified with a triangular wedge of riprap at its base, along with sand fill and a sill, converting
4,200 square feet of non-vegetated wetlands to vegetated wetlands.
Joint Permit Application 2026-0352: Dominion Energy Virginia, Dominion Easement located at 349
Dandy Point Rd [LRSN: 10000593]: a request to permanently impact 27 square feet of wetlands to
install a pad-mounted transformer as part of Dominion Energy’s Strategic Underground Project to convert
overhead power lines to underground lines in order to increase grid reliability.

3:00 p.m. at 349 Dandy Point Rd, followed by a site visit at 14 N. Willard Ave.
