NOTICE OF PUBLIC HEARING

You have received this notice being an adjacent property owner to or an applicant of a proposed shoreline erosion control project or other project requiring permission from the Lancaster County Wetlands Board. Please see the proposal on the enclosed list for which you may have already received information from the applicant, consultant, agent, or Virginia Marine Resources Commission. You may see the application at https://www.mrc.virginia.gov/ then click on Services then click on Habitat Management then on Permitting then Habitat Management Permits and Applications Page, you may then type in the VMRC number or name from the Advertisement to search (example: 2021-1025, etc.).

The purpose for this process is to allow you the opportunity to voice any opinion you may have regarding this proposal. A response is not mandatory.

This project will be heard at the specified public hearing date of the Lancaster County Wetlands Board. If you wish to comment, you may do so in writing and mail to the above address. You may also present your opinion at the hearing where your voice may be heard.

There may be other permits or authorization required for the specified projects, which are not within the jurisdiction of this board.

NOTICE OF PUBLIC HEARING - Pursuant to Section 28.2-1302 of the Code of Virginia, notice is hereby given to all interested parties that the Lancaster County Wetlands Board will hold a public hearing for the following Wetlands Board actions:

Patrick & Nicolas Louka c/o Jaclyn Wilburn, Coastal Wetlands Consulting, LLC, 9109 Coles Landing Dr., Gloucester, VA 23061; requests pe1mission to install 150' of class I rip rap revetment with 20' of the proposed revetment installed against a failing bulkhead and the remainder installed 5 ft landward of the existing vegetated wetland along the shoreline of James Cove. Located off VSH 3 (Mary Ball Rd) on Blueberry Point Rd. Tax Map #34-28E. VMRC #26-0712 & NAO-2025-02814.

Rappahannock Bluffs LLC c/o Craig Palubinski, Bayshore Design, LLC, 8518 Cople Hwy, Hague, VA 22469; requests permission to install two 180' and one 50' armor stone breakwaters with 2,000 C.Y. of beach nourishment and 6,600 sq

ft of wetlands plantings, a 50' low-profile armor stone groin along an existing concrete groin and two armor stone revetments (50' and 25' respectively) along the shoreline of the Rappahannock River. Herny & Michele Donnini, c/o SalTerra Solutions, LLC, PO Box 1744, Kilmarnock, VA 22482; requests permission to install 210' of stone marsh sill with 60 cubic yards of clean sand nourishment and 1,000 sq ft of wetlands plantings for a living shoreline to be installed on Myer Creek. 60' of the sill will be additional stone added to the height of the existing sill. Located off VSH 668 (Myer Creek Rd) on Colony Ln. Map #26H-2-2B. VMRC #26-0850 & NAO-2022-00917.

The public hearing will convene at 9:30 a.m. on June 11, 2026 in the Board of Supervisors Meeting Room. Interested members of the public will be able to participate in the meeting from their computer, tablet, smartphone, regular phone or in person. The weblink, phone number and access code will be published on the County website, www.lancova.com at least three days prior to the meeting as required.

Wetlands Board members will inspect the site on June 9, 2026 sometime between 9:00 a.m. and noon. Information on the above action is on file in the Building/Land Use Office at the County Administration Office. All interested parties will be afforded the opportunity to be heard and are requested to submit a concise written statement prior to the meeting to the Planning and Land Use Office at 8311 Mary Ball Road, Lancaster, VA 22503, faxed to (804) 462-0031 or email ohall@lancova.com.
