PUBLIC NOTICE – WETLANDS BOARD 

 

Pursuant to Section 28.2-1302 of the Code of Virginia, 1950, as amended, notice is hereby given to all interested parties that the Richmond County Wetlands Board will hold a public hearing on Thursday, April 30th, 2026 at 7:00 p.m., Public Meeting Room, 101 Court Circle, Warsaw, Virginia, in order to consider the following applications for a Richmond County Wetlands Permit:

 

• Steven Couillard, et al., Frederick, MD, 21701, and Karen Barrett, Warsaw, VA, 22572 has applied for permission to construct a concrete boat ramp and  remove and replace three (3) low-profile timber groins 45 feet in length along their Rappahannock River shoreline, located at 105 and 85 Headley Lane, and further identified as Tax Map No. 35-27D and 35-27C. (VMRC#26-0567/NAO-2026-00571)

 

• Naylors Properties, Mechanicsville, VA, 23111, has applied for permission to construct a new low-profile timber groin 40 feet in length along their Rappahannock River shoreline, located at 4011 Naylors Beach Road, and further identified as Tax Map No. 14A-18&19. (VMRC#26-0420/NAO-2026-00416).

 

All interested parties will be afforded the opportunity to be heard and are requested to submit a concise written statement and/or attend the Public Hearing to offer oral comments. The aforementioned application is on file in the office of the Land Use Administrator.
