On March 10th, the Board of Housing and Community Development approved Notices of Intended Regulatory Action (NOIRAs) to begin the 2024 Code Development Cycle and update the Uniform Statewide Building Code (USBC), Statewide Fire Prevention Code (SFPC), Industrialized Building Safety Regulations (IBSR), Amusement Device Regulations (VADR), Certification Standards (VCS), and Manufactured Housing Safety Regulations (MHSR).

On April 1, 2025, Virginia’s online code development system (cdpVA) opened for submission of code change proposals for the 2024 Code Development Cycle and we will continue utilizing cdpVA for posting important information related to the Code Development Cycle (CDC). In accordance with Board policy, the final phase of the regulatory update process will be reserved for any necessary editorial corrections to the proposed regulations, so please submit any code change proposals as early as possible to ensure that they will be able to be considered for the 2024 Virginia Codes. The tentative deadline for submission of code change proposals for the 2024 CDC is October 1, 2025.

Study Groups and Sub-Workgroups will begin meeting in June and Workgroup meetings to discuss individual code change proposals will begin in July (tentative schedule attached). Based on feedback from stakeholders, stakeholder meetings for the 2024 CDC will be in-person whenever possible. Base documents for the 2024 Virginia regulations are currently being developed and will be posted in cdpVA as soon as they are completed, prior to the first general workgroup meetings in July. Additional information will be provided as it is available.
