Chapters 629 and 662 of the 2024 Acts of Assembly established the Parental Child Safety Placement Program. The third enactment clause in the legislation directs the State Board of Social Services to promulgate regulations to implement the program by January 1, 2025. The Board’s initial adoption of such regulations is exempt from the Administrative Process Act (§ 2.2-4000 et seq. of the Code of Virginia), except the Board shall provide an opportunity for public comment on such regulations prior to adoption. The State Board of Social Services is scheduled to adopt the regulation on October 16, 2024.
