General Notice - Notice of Intent to Establish a Stakeholder Advisory Group to Assist with Development of the 2023 Virginia Stormwater Handbook

The Department of Environmental Quality (DEQ) will convene a Stakeholder Advisory Group (SAG) to assist with development of the 2023 Virginia Stormwater Handbook (Handbook). The handbook will focus on stormwater management from construction sites and replace the 1988 Chesapeake Bay Local Assistance Manual (Stormwater elements), 1992 Erosion and Sediment Control Handbook,1999 Stormwater Management Handbook, and the 2011 and 2013 (Draft) BMP Design Specifications. It will also incorporate the specifications and standards needed by industries as reflected in approved Annual Standards and Specifications, variances and exceptions, and include current statutes, regulations, technical bulletins, and guidance documents. The handbook will also update the design and maintenance specifications for best management practices (BMPs) and reflect current principles in stormwater management and hydrological science. Members of the SAG will provide direction, guidance, and feedback to DEQ and contractors as they develop the handbook.

 

DEQ anticipates that the SAG will meet initially in July 2022 and have monthly meetings thereafter for approximately one year. Subcommittees are expected to be formed that will meet in between. Meetings will be held in person and occasionally virtually at DEQ’s discretion. The location is to be determined but DEQ expects to convene most meetings in the Richmond area. Subcommittees may meet virtually as well.
