I have reviewed the proposed regulation on a preliminary basis.  While I reserve the right to take action at a later date, I approve the advancement of this regulation to the next stage for the purpose of soliciting public comment.  Specifically, I would like public comment on the potential burdens on private shelters and any potential unintended consequences in driving problems to public shelters which may overwhelm their resources.
