I have reviewed the proposed regulation on a preliminary basis.  While I reserve the right to take action under the Administrative Process Act during the final adoption period, I approve the advancement of this regulation to the next stage for the purpose of soliciting public comment, with one change to the regulation text:

22 VAC -40-690-30 Selection and eligibility.

A.  Priority will be given to applicants currently employed in the field of child care.  If funds remain available, the applications will be processed and scholarships awarded in order of date received.
