Purpose of the meeting PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality regarding a construction/demolition/debris (CDD) landfill in Frederick County, Virginia. PUBLIC COMMENT PERIOD: October 20, 2026, to December 4, 2026 PUBLIC HEARING: Board of Supervisors Meeting Room at the County Administration Building located at 107 North Kent Street, Winchester, VA 22601 on November 19, 2026, at 6 p.m. PERMIT NAME AND NUMBER: Frederick County CDD Landfill, SWP591 PERMIT APPLICANT: Frederick County FACILITY NAME AND LOCATION: Frederick County CDD Landfill, 280 Landfill Road, Winchester, Virginia PROJECT DESCRIPTION: Frederick County has applied for a modification to a permit that allows the Frederick County CDD Landfill to operate an existing landfill in Frederick County, Virginia. This modification to the permit would allow an expansion of the unconstructed Area 2 disposal area that increases the disposal unit boundary (DUB) from 20.6 acres to 35.3 acres and increases the capacity from 2,127,000 cubic yards to 4,498,000 cubic yards. Consequently, the DUB and capacity of the combined Area 1 and 2 disposal areas become 62.89 acres and 7,071,000 cubic yards. This modification incorporates Design Plan, Closure Plan, Post-Closure Care Plan, Design Report, CQA Plan/Technical Specifications, Leachate Management Plan, Landfill Gas Management Plan, Groundwater Monitoring Plan, and Underdrain Monitoring Plan. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application online at https://www.deq.virginia.gov/news-info/shortcuts/public-notices/land-protection or at the DEQ office named below. Copies of the permit documents are also available at Handley Regional Library at 100 W Piccadilly St, Winchester, VA 22601.
