| Purpose of the meeting PURPOSE OF NOTICE: To announce a public meeting and to seek public comment on a draft permit from the Virginia Department of Environmental Quality (DEQ) for a facility to continue cleanup (formerly corrective action) activities, as well as a Statement of Basis (SB) regarding proposed remedies, at the US Army Garrison, Fort Belvoir facility in Fort Belvoir, Virginia. PUBLIC COMMENT PERIOD: January 22, 2026 to March 11, 2026. PUBLIC MEETING: A public meeting will be held on Tuesday, February 24, 2026 from 6:00 pm – 7:00 pm, at the Sherwood Regional Library Branch of the Fairfax County Public Library, located at 2501 Sherwood Hall Lane, Alexandria, Virginia 22306. PERMIT NAME AND NUMBER: Hazardous Waste Management Permit for Cleanup, EPA ID No. VA7213720082 APPLICANT NAME: U.S. Army Garrison, Fort Belvoir FACILITY NAME AND LOCATION: U.S. Army Garrison, Fort Belvoir, 9430 Jackson Loop, Room B1442, Fort Belvoir, VA 22060. PROJECT DESCRIPTION: The U.S. Army Garrison, Fort Belvoir facility applied for a reissued permit on February 25, 2025, to continue to conduct cleanup (formerly corrective action) activities at a series of solid waste management units (SWMUs) and Areas of Concern (AOCs) in Fort Belvoir, Virginia. The draft permit incorporates the DEQ’s proposed remedy decisions for all 215 SWMUs previously identified at the Facility as detailed in two Statements of Basis in 2014, as well as in a third Statement of Basis currently open for comment, concurrently with the draft permit comment period. The third SB covers proposed remedies, corrective measure implementation, and corrective measure objectives at twenty-two (22) SWMUs, including Institutional Controls/Land Use Controls, No Further Action determinations, Administrative Closure for a SWMU currently being addressed under a separate authority mechanism, and Corrective Measure Implementation. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may also write to the contact person at the address below to be added to the facility mailing list. The public may review the draft permit, fact sheet, and draft Statement of Basis at the Sherwood Regional Library Branch of the Fairfax County Public Library, located at 2501 Sherwood Hall Lane, Alexandria, Virginia 22306, during open hours. Copies of the permit are also available every workday by appointment at DEQ Northern Regional Office at 13901 Crown Court, Woodbridge, Virginia 22193 and DEQ Office of Financial Responsibility and Waste Programs, 1111 East Main Street, Suite 1400, Richmond, Virginia 23219, as well as the DEQ website at www.deq.virginia.gov.
