| Purpose of the meeting PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality regarding a landfill closure in Giles County, Virginia. PUBLIC COMMENT PERIOD: November 12, 2025 to December 29, 2025. PUBLIC HEARING: Narrows Fire Department Activity Building, 133 Center St., Narrows, VA 24124 on December 18, 2025 at 7 pm INFORMATION BRIEFING: Narrows Fire Department Activity Building, 133 Center St., Narrows, VA 24124 on December 18, 2025 at 6 pm PERMIT/FACILITY NAME, LOCATION AND PERMIT NUMBER: Glen Lyn Landfill, 100 APCO Road, Glen Lyn, VA 24093, SWP222 PERMIT APPLICANT: Appalachian Power Company DBA American Electric Power PROJECT DESCRIPTION: The proposed permit is for the closure of the landfill and coal combustion residual (CCR) units at the Glen Lyn Landfill. Closure is proposed by removal of the CCR from the landfill and CCR units. The proposed permit incorporates closure requirements of the Code of Virginia and CCR Rule along with groundwater monitoring and surface water monitoring requirements. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit online at https://www.deq.virginia.gov/permits/public-notices/land-protection or at the DEQ office named below.
