Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a proposed permit from the Department of Environmental Quality (DEQ) that will allow impacts to wetlands, stream channels, and open water in Pittsylvania County, Virginia. PUBLIC COMMENT PERIOD: October 16, 2025, to December 5, 2025. PUBLIC HEARING: Olde Dominion Agricultural Complex Education and Conference Center, 19783 US Highway 29, Chatham, Virginia 24531, on November 20, 2025, at 6:00 p.m. Parking available onsite. PURPOSE OF HEARING: To obtain input from the public related to this project for DEQ to consider. See hearing location above. PERMIT NAME: Virginia Water Protection Permit issued by DEQ. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Mountain Valley Pipeline, LLC c/o Jeffrey Klinefelter, 2200 Energy Drive, Canonsburg, PA 15317; VWP Individual Permit No. 25-0752. PROJECT DESCRIPTION: The permit will allow the construction of a thirty (30)-inch diameter natural gas pipeline that is approximately 26.8 miles in length in Pittsylvania County with project limits from the proposed Lambert Interconnect (36.8356409, -79.3404032) to the Virginia/North Carolina state line (36.5416480, -79.633178). The activities proposed in the permit will affect surface waters in the Banister and Upper Dan subbasins within the Roanoke River basin. The proposed project will result in permanent conversion impacts to 5.42 acres of palustrine forested wetlands and 0.96-acre of palustrine scrub-shrub wetlands; temporary impacts to 8.48 acres of palustrine emergent wetlands; permanent impacts to 62 linear feet of streams; and temporary impacts to 5,648 linear feet of streams. The permittee-responsible mitigation site will result in permanent impacts to 0.04-acre of palustrine emergent wetlands. Proposed compensatory mitigation includes the construction of a 14.71-acre permittee-responsible mitigation site, generating 4.75 wetland credits and credit purchase from wetland and stream mitigation banks. HOW TO COMMENT: DEQ accepts written comments by hand-delivery, e-mail, or postal mail. All comments must be in writing and received by DEQ during the comment period. Comments received after the public comment period ends will not be considered. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. Written comments must include: 1) the names, mailing addresses or email addresses of the person commenting and of all people represented by the person. 2) A brief, informal statement on how the proposal affects the person.
