| Purpose of the meeting The Virginia Department of Environmental Quality (DEQ) will host the Third Community Engagement meeting for the Horsepen Creek, Little Roanoke Creek, and an unnamed tributary to Spencer Creek Watershed Restoration Plan on Tuesday September 09, 2025. The meeting is open to the public and any member of the public may participate in the proceedings. The meeting participants will assist in development of a Watershed Restoration Plan, also known as an Advance Restoration Plan, to address aquatic life impairments of Horsepen Creek, Little Roanoke Creek, and an unnamed tributary to Spencer Creek in Charlotte county, which have been listed on Virginia’s § 303(d) list of impaired waters for failing to meet Virginia’s water quality standards due to an altered benthic community. An Advance Restoration Plan outlines actions to achieve water quality standards and restore impaired waters. The meeting will discuss recommendations on implementation strategies, associated costs, outreach, funding opportunities, implementation timeline, sediment and phosphorus reduction goals, and begin discussing the draft report.
