Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce a public hearing on the revised draft permit from the Department of Environmental Quality (DEQ) that will authorize the Caroline County Public Utility to withdrawal water from the Rappahannock River in Caroline County, VA to serve as a public water supply for Caroline County, Town of Bowling Green, and the Town of Port Royal. PUBLIC COMMENT PERIOD: August 10, 2025 through September 25, 2025. PUBLIC HEARING: September 10, 2025 at 6:00 p.m. INFORMATION BRIEFING: September 10, 2025 at 5:30 p.m. PUBLIC HEARING LOCATION: Caroline County High School, 19155 Rogers Clark Blvd, Milford, VA 22514. PURPOSE OF HEARING: To obtain input from the public related to this project for DEQ to consider. PERMIT NAME: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Caroline County Public Utilities; P.O. Box 424, Bowling Green, VA 22427; VWPP No. 20-0514 PROJECT DESCRIPTION: Caroline County Department of Public Utilities has applied for a Virginia Water Protection Permit to install a new 9.0 million gallon per day water withdrawal intake structure located on the south bank of Rappahannock River, a raw water pump station, associated infrastructure, and approximately 35 miles water of line for the transfer of raw water from the intake to the proposed water treatment plant located in the vicinity of Carmel Church, VA. Permanent impacts associated with the project include 1,400 square feet of open water and the conversion of 1,174 square feet of palustrine forested to palustrine emergent wetland. No compensation is proposed or required by DEQ for these impacts. DEQ’s preliminary decision is to issue the permit. ISSUES RAISED BY PUBLIC: Draft VWP 20-0514 was published May 18, 2024. Based on public comments received, a public hearing was convened September 25, 2024 and included an additional public comment period from August 25, 2024 to October 11, 2024. In response to public comments received during this period, additional information was requested from the applicant. Updated information submitted by the applicant included a reduction in requested withdrawal limits, removal of industrial cooling water uses, and additional technical evaluation. The updated draft VWP 20-0514 is published and can be reviewed on the Department website. All public comments received during the previous public comment period and public hearing are part of the permit record and will be considered and addressed by the Department in its response to comments and recommended permit action. DEQ VWP Draft Permit No. 20-0514 can be accessed at DEQ’s website “Public Notices for Water Withdrawal” at https://www.deq.virginia.gov/permits/public-notices/water/water-withdrawal. HOW TO COMMENT: DEQ accepts written comments by hand-delivery, e-mail, or postal mail. All comments must be in writing and be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. Written comments must include: 1) The names, mailing addresses or email addresses of the person commenting and of all people represented by the person. 2) A brief, informal statement on how the proposal affects the person. The public may review the draft permit and application at the DEQ office named below by appointment.
