Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality to limit air pollution from a facility in Chesterfield County, Virginia. PUBLIC COMMENT PERIOD: August 8, 2025 to October 8, 2025 PUBLIC HEARING: SpringHill Suites Chester, 12301 Redwater Creek Road, Chester, on September 8, 2025 starting at 5:00 p.m. In order to provide opportunity for the maximum number of commentors, individual comment time will be limited. The hearing will last until the last oral comment has been presented, or at 9:30 p.m., whichever is earliest. If any commenters are unable to provide oral comment by the close of the hearing, written comments will be accepted for 30 days after the public hearing (see How to Comment section below). PERMIT NAME: Prevention of Significant Deterioration Permit issued by DEQ pursuant to applicable air laws and regulations APPLICANT NAME AND REGISTRATION NUMBER: Virginia Electric and Power Company; 50396 FACILITY NAME AND ADDRESS: Chesterfield Power Station, 500 Coxendale Rd, Chesterfield, VA PROJECT DESCRIPTION: Virginia Electric and Power Company, dba Dominion Energy, has applied for a permit to construct the Chesterfield Energy Reliability Center project. The existing facility is classified as a major source of air pollution located at 500 Coxendale Road, Chesterfield, VA. The maximum annual emissions of air pollutants from the facility are expected to be: 81.8 tons of PM, 153.9 tons of PM10, 153.9 tons of PM2.5, 825.3 tons of CO, 353.3 tons of NOx, 27.8 tons of SO2, 162.4 tons of VOC, 18.6 tons of H2SO4 and 2.2 million tons of CO2e. The expected effect on local air quality will be no significant deterioration. HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address or email address of the person commenting and must be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer.
