Purpose of the meeting PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that will allow the land application of biosolids and water treatment plant residuals in Westmoreland County. PUBLIC COMMENT PERIOD: February 5, 2025 to March 25, 2025 PUBLIC HEARING: Monday, March 10, 2025 at the Westmoreland High School Auditorium located at 16762 Kings Hwy, Montross, VA 22520 at 6:30 p.m. PURPOSE OF HEARING: To obtain input from the public related to the draft permit for this project for DEQ to consider. INFORMATION BRIEFING: Westmoreland High School Auditorium in Montross on March 10, 2025 at 6:00 p.m. PERMIT NUMBER AND NAME: VPA00835 – Synagro Central LLC – Westmoreland County issued by the DEQ pursuant to pursuant to applicable water laws and regulations. APPLICANT NAME AND ADDRESS: Synagro Central, LLC, 1681 Tappahannock Blvd, Tappahannock, VA 22560. PROJECT DESCRIPTION: Synagro Central, LLC has applied for the modification of an existing permit that would add an additional 1,986.2 acres of agricultural and silvicultural land at five sites in Westmoreland County. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in Westmoreland County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. The comments received at that time included the following: surface water and groundwater contamination and the potential effect on drinking water wells; concerns regarding possible presence and accumulation of heavy metals, pathogens, pharmaceuticals, hormones in the soil, and the general environment; concerns regarding the presence of PFAS in biosolids and industrial residuals, bioaccumulation of these materials over time; requests for PFAS monitoring to be included in the draft permit and public disclosure of monitoring results; requests for DEQ to provide farmers with more information regarding the risk of PFAS contamination; concerns regarding approval of a biosolids source from Maryland; concerns regarding possible effects to wildlife; concerns regarding odor; objections to the permit modification; and a request for a moratorium to be placed on the land application of biosolids. All comments must include the name, postal address or email address of the person commenting and must be received by DEQ during the comment period.
