Purpose of the meeting
PURPOSE OF NOTICE: To seek public comment and announce an information briefing and a public hearing on a draft construction permit from the Department of Environmental Quality for a major air pollution source in Suffolk, Virginia. PUBLIC COMMENT PERIOD: December 11, 2024 to January 31, 2025 PUBLIC HEARING: East Suffolk Recreation Center; located at 138 South 6th Street in Suffolk, VA 23434 on January 16, 2025 at 6:30 p.m. INFORMATION BRIEFING: Same date and location as the public hearing at 6:00 p.m. PERMIT NAME: Major Source Construction Permit issued by DEQ pursuant to applicable air laws and regulations. APPLICANT NAME AND REGISTRATION NUMBER: Southeastern Public Service Authority of Virginia (SPSA); Registration Number: 61341. FACILITY NAME AND ADDRESS: Southeastern Public Service Authority of Virginia (SPSA) – Regional Landfill; 1 Bob Foeller Drive, Suffolk, VA 23434. PROJECT DESCRIPTION: SPSA has applied for a permit to construct a leachate concentrator system at the SPSA Regional Landfill. The facility is an existing municipal solid waste facility and is classified as a major source of air pollution. The proposed project will consist of one leachate concentrator fueled by one enclosed flare burning natural gas. The maximum annual emissions of air pollutants from the leachate concentrator system under the proposed permit are expected to be: 18.7 tons per year of particulate matter (PM/PM10/PM2.5); 15.8 tons per year of nitrogen oxides; 26.3 tons per year of carbon monoxide; and 9.5 tons per year of volatile organic compounds. The applicant proposes to use 257.6 million standard cubic feet of natural gas per year. The technology that will be used to control the air pollution from the facility is a mist eliminator for the control of PM, PM10, and PM2.5 emissions from the leachate concentrator; good combustion practices and proper operation, for the control of PM, PM10, PM2.5, and NOx emissions from the enclosed flare. There will be no adverse impact on the air quality near the facility. The air quality will remain in compliance with all applicable federal and state ambient air quality standards. HOW TO COMMENT: DEQ accepts comments by hand-deliver, e-mail, or postal mail. All comments must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and email addresses of the commenter/ and of all persons represented by the commenter.
