Purpose of the meeting
The Virginia Department of Environmental Quality (DEQ) will host the third meeting of the Technical Advisory Committee (TAC) for the James, Maury and Jackson River PCB TMDL on November 2, 2022. TAC meetings are open to the public and all interested parties are welcome to attend. The TAC will continue to assist in development of a clean-up study, also known as Total Maximum Daily Loads (TMDLs), to address Polychlorinated Biphenyl (PCB) impairments of the James, Maury and Jackson Rivers in the following counties: Albemarle, Alleghany, Amherst, Appomattox, Augusta, Bath, Bedford, Botetourt, Buckingham, Campbell, Chesterfield, Craig, Cumberland, Fluvanna, Giles, Goochland, Greene, Hanover, Henrico, Highland, Montgomery, Nelson, Powhatan, and Roanoke, and the affected cities include Buena Vista, Charlottesville, Covington, Lexington, Lynchburg, and Richmond. Segments of these rivers have been listed on Virginia’s § 303(d) list of impaired waters for failing to meet Virginia’s water quality standards due to PCBs in fish tissue. Additionally, Fishing Creek in Lynchburg and Reedy Creek in Richmond are also listed as impaired on the 303(d) TMDL priority list because DEQ monitoring data indicates levels of PCBs in the water above the state water quality criteria. TMDLs will be developed for PCBs for each of the impaired stream segments. The TAC meeting will discuss TMDL endpoint recommendations for the watersheds, recommended PCB allocations, a TMDL cost benefit analysis and next steps in the TMDL development process.
