Purpose of the meeting
As directed by Senate Joint Resolution No. 42 (2020) and Senate Bill 1319 (2021 Special Session I), the Virginia Department of Environmental Quality has established a task force to discuss ways to increase waste diversion and recycling, ways to reduce waste, whether current recycling rates required by Virginia law should be increased, whether state policy should be changed to give landfills a greater role in the management or organic material, and whether changes to the grant program funded by the Litter Control and Recycling Fund are advisable. The task force is also charged with studying options for diverting food residuals, organic waste, and baseline recyclables from landfills, conducting a systematic review of policies, legislation, practices and programs proposed and implemented in other states, examining Virginia’s status as a destination for out-of-state trash, assessing facilities to manage toxic materials from electric battery waste, and investigating the role of composting and food donation infrastructure in reducing waste volume that is accepted by landfills. Additionally, as directed by Governor Youngkin’s Executive Order 17, issued April 7, 2022, this Task Force “shall discuss ways to encourage new recycling related businesses, including collection, processing and manufacturing facilities, to locate in the Commonwealth and include any recommendations in their next report.” At 10:00 a.m. on Tuesday, June 14, 2022, the third meeting of the task force will be held in the 3rd Floor Conference Room of the Bank of America Building, 1111 East Main Street, Richmond, Virginia. This meeting of the task force will be held in person and there will be no virtual component. The purpose of this meeting is to continue discussions on the required topics with the assistance of invited speakers. Please note that seating capacity is limited and available on a first-come first-served basis after seating the study group members, alternates, and persons providing technical support to the group.
