| Purpose of the meeting The Department of Environmental Quality is convening this hearing to receive public comment on a draft significant amendment to the prevention of significant deterioration permit and nonattainment new source review permit for the Panda Stonewall, LLC facility in Leesburg. Panda Stonewall, LLC., has applied for a significant amendment to their permit to construct and operate a natural gas fired combined-cycle combustion turbine electric power generating facility having an electrical output capacity of 802 MW. This area is in non-attainment for both the 2008 & 2015 8-hour ozone National Ambient Air Quality Standard (NAAQS). The area is in attainment for all other NAAQS. The draft permit does not increase fuel consumption and does result in a reduction of facility-wide annual emissions. The proposed permit changes do not cause or significantly contribute to a predicted violation of any applicable NAAQS or Class II area PSD increment. An information briefing will be held prior to the public hearing beginning at 6:00 p.m. utilizing the same electronic access mechanisms as the public hearing.
