Purpose of the meeting
This is a notice of a meeting to solicit feedback and engage in a discussion regarding recent statutory changes to the Chesapeake Bay Preservation Act (CBPA) that address climate adaptation and resiliency. On July 1, 2020, the CBPA was amended to add "coastal resilience and adaptation to sea-level rise and climate change” to the criteria “for use by local governments in granting, denying, or modifying requests to rezone, subdivide, or use and develop land" in Chesapeake Bay Preservation areas. DEQ is currently evaluating the best approach to amend the Chesapeake Bay Preservation Area Designation and Management Regulations to implement this new requirement. Attendees will be engaged to solicit feedback and information regarding this change including any approach or considerations DEQ should consider in any regulatory amendment. Please note that the regulatory development process for amendments to the regulations is that outlined in the legislation. Any proposed regulatory amendment will be presented to the State Water Control Board and there will be an opportunity for public comment prior to any final adoption. Given the existing State of Emergency related to the COVID-19 pandemic and in compliance with Item 4-0.01 g of Chapter 1289 of the 2020 Acts of Assembly, this meeting will be held entirely virtually. A computer or a telephone are necessary to participate virtually. All meeting attendees are encouraged to access the meeting using a computer to view the meeting visuals. Attendees may also use a phone for audio and a computer for visual to avoid possible interruptions in computer audio. Although the use of a phone for audio only participation is possible, since the meeting will rely on visuals, audio only participation is discouraged. The URL to register for the virtual meeting is provided at the end of this notice. Once registered for the meeting, registrants will receive an email with the URL and telephone information to participate in the meeting. If meeting attendees experience any interruption in the meeting broadcast, they should call 804-698-4525 or 804-698-4185.
