| Purpose of the meeting The first meeting of the Agricultural and Residential Workgroups for the Mountain Run, Muddy Run and Lower Hazel River TMDL Implementation Plan (IP) Project will be held on October 29, 2020. Water quality monitoring data collected by the Virginia Department of Environmental Quality (DEQ) have shown that portions of Flat Branch, Indian Run, the (lower) Hazel River, Jonas Run, Mountain Run, Mountain Run Reservoir, Muddy Run, an Unnamed Tributary to Jonas Run, and Waterford Run do not meet Virginia’s water quality standard for recreation due to exceedances of the water quality criteria for E.coli. Additionally, DEQ’s biological monitoring data have shown that portions of Jonas Run and Mountain Run do not meet Virginia’s water quality standard for aquatic life due to poor health in the benthic biological communities. This project will develop an IP to restore water quality in portions of the project area watersheds noted above. The purpose of the workgroups is to identify (1) best management practices (BMPs) capable of reducing bacteria loads sufficient to achieve water quality standards, prioritizing those that also reduce nutrients and sediment loads, (2) obstacles to implementation of BMPs from agricultural operations, residential septic systems, and runoff from developed lands, and (3) practical solutions to the identified obstacles. The group will also evaluate partnerships and identify implementation strategies that are relevant to the local project area watersheds. The workgroups will also consider a reasonable timeline in which to achieve implementation goals. Given the existing State of Emergency related to the COVID-19 pandemic, this meeting will be held entirely virtually. A computer or a telephone are necessary to participate virtually. All meeting attendees are encouraged to access the meeting using a computer to view the meeting visuals. Attendees may also use a phone for audio and a computer for visual to avoid possible interruptions in computer audio. Although the use of a phone for audio only participation is possible, since the meeting will rely on visuals, audio only participation is discouraged.
