| Purpose of the meeting The Department of Environmental Quality (DEQ) will convene a public hearing on a draft permit from DEQ to address closure of a coal combustion residual (CCR) surface impoundment, Ash Pond 1, at the Appalachian Power Company Clinch River Facility in Carbo, Russell County, Virginia. The proposed permit addresses requirements from the EPA Final Rule on the Disposal of CCR and Virginia Solid Waste Management Regulations. This proposed permit also includes post-closure care, groundwater monitoring, and surface water monitoring requirements. The public may review the draft permit at the DEQ office named below.
