Purpose of the meeting
A public hearing to receive comments on a draft permit modification for The East End Landfill, LLC to build a 2.41 acre Cell III D within the approved permitted facility footprint with an approximate disposal capacity of 390,000 cubic yards at The East End Landfill. The modification is to allow The East End Landfill, LLC to add disposal capacity within an existing landfill in Henrico County, Virginia. This modification to the permit would allow a lined piggyback addition to the existing landfill where the disposal of construction, demolition, and debris waste would be placed within a lined area over existing portions of Cells III B, Cell III C, and parts of existing Darbytown Road Landfill Cells 1 and 2. The life expectancy of the Permit Modification is approximately 2.73 years with the addition of Cell III D. It is expected the average daily intake rate will be 1,000 tons per day with a maximum allowed intake of 3,500 tons per day. In addition to the Cell III D expansion, site improvements include a traffic routing and stacking plan, relocation of the weighing station, stockpile and stormwater management improvements. The proposed Cell III D Expansion must comply with all Conditional Use Permit requirements approved by the Board of Zoning Appeals, Henrico County, Virginia. DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application at the DEQ office named below. Copies of the permit documents are also available at Varina Library at 2001 Library Road, Henrico, VA, 23231-5826. The public comment period begins on July 26, 2013 and ends on September 12, 2013.
