Purpose of the meeting
The Department of Environmental Quality will convene a public hearing to receive comments on a draft permit modification of the permit that allows The East End Landfill to operate an existing landfill. The modification merges Permit No. 525 (Darbytown Road Landfill) with Permit No. 524 (The East End Landfill) into one facility permit operating under Permit No. 524. The modification would also allow the construction and operation of a new disposal unit with a geosynthetic liner system (Cell IIIC-totaling 7.73 acres) for construction waste, demolition waste and debris waste. The groundwater monitoring plan is also being amended to address Cell IIIC. DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. DEQ also accepts written and oral comments at public hearings. The public may review the draft permit and application at the DEQ office named below. The draft permit is also available for public review at the Henrico county Varina Branch Library, 2001 Library Road, Henrico, VA 23231. The public comment period begins on June 26, 2011 and ends on August 2, 2011. In addition, the applicant may hold an informational session prior to the public hearing from 6:00-7:00p.m.
