||The Policy and Procedures Directive revises previous policy to clarify that SSI and SSDI must not be considered as comparable benefits when determining DBVI sponsorship of living expenses for eligible individuals attending college or other post-secondary training. However, individuals receiving these benefits are expected to use 75% of their SSI/SSDI benefits as part of their expected contribution toward living expenses during college or other post secondary training unless these benefits are being fully utilized to maintain the individual''s home while they are away from home participating in school or training.

||34 CFR 361.54 (Participation in cost of services based on financial need) clarifies that the state may not apply a financial needs test or require financial participation of an individual as a condition for furnishing any VR services if the individual has been determined eligible for Social Security Benefits under Title II and XVI of the Social Security Act.
