Title Guidance for the Use of a Diluent Cap for Continuous Emission Monitoring Systems (CEMS) Emission Calculations

Summary The purpose of this guidance is to promote consistency and resource efficiency for stationary sources using CEMS to demonstrate compliance with air emissions standards and monitoring requirements. The goal is to clarify the applicability and use of a diluent cap to address data anomalies (i.e., data blow up and apparent excess emissions) as flue gas diluent concentrations approach zero. Although the information discussed in the background section below addresses the circumstances of three specific stationary sources (with one common owner/operator), the Virginia Department of Environmental Quality (DEQ) has determined it is appropriate to develop this state-wide policy in order to maintain a consistent approach for all facilities.
