Summary The purpose of this document, Handbook for Educators of Students Who Are English Language Learners with Suspected Disabilities, is to provide local educational agencies (LEAs) with assistance as they identify and assess students who are ELLs for possible eligibility for special education and related services. The Individuals with Disabilities Education Act (IDEA) suggests that “greater efforts are needed to prevent the intensification of problems connected with mislabeling and high dropout rates among minority children with disabilities.” (IDEA, 2004, P.L. 108-446, 20 U.S.C. § 1400(c)(8)(A))
