This Guidance document provides DEQ’s suggestions on how the requirements of 9VAC15-70, the “Small Renewable Energy Project (Combustion) Permit by Rule” regulations, may be met. It emphasizes the requirements for the “full PBR” (9VAC15-70-30 et seq.) as opposed to the minimal requirements for smaller projects, as found in 9VAC15-70-130. It is written for the benefit of agency staff, permit applicants, and members of the public. It is not a legally-enforceable document but rather an interpretive guide to understanding the Combustion Permit by Rule (PBR) regulations. |
