Summary The Memorandum of agreement is a statement of the intentions of the signatory agencies to coordinate their efforts in order to carry out their statutory duties. Its purpose is to facilitate efficient and effective administration of applicable state and federal environmental laws, regulations and policies for the control of fugitive dust on and immediately adjacent to active coal mining sites and to provide a mechanism for coordination.
