Title Commonwealth of Virginia Emergency Operations Plan

Summary The Commonwealth of Virginia Emergency Operations Plan (COVEOP) describes the basic concepts of operation and assigns emergency response duties and responsibilities to departments and agencies. This all-hazards plan establishes the authorized operational matrix and template for partnering state agencies, local governments and cooperating nongovernmental organizations. The revised and realigned COVEOP addresses several new operational aspects and initiatives including the Pet Evacuation and Sheltering legislation; embraces National Incident Management System concepts and principles; aligns with the DHS National Response Plan, draft National Response Framework and preparedness guidelines; and incorporates 17 Emergency Support Functional Annexes in a completely revised format.
