Inclusion of the Joint Commission as a certifying entity
 

Greetings,

We reviewed the proposed establishment of certified recovery centers at 12 VAC 35-270 and noted that under Section 20, the recovery residences can opt to be certified under the Virginia Association of Recovery Residences (VARR) or Oxford House. We commend the Department on raising the bar for recovery residences through introducing an option for certification. On behalf of the Joint Commission, I respectfully request that you consider revising that statement to specifically include accreditation by the Joint Commission alongside the Virginia Association of Recovery Residences (VARR) or Oxford House.

Founded in 1951, The Joint Commission evaluates and accredits more than 21,000 health care organizations and programs in the United States. An independent, not-for-profit organization, The Joint Commission is the nation's oldest and largest standards-setting and accrediting body in health care.  The Joint Commission accredits recovery care centers under its Behavioral Health Care Accreditation Program. 

We recognize that state agencies need to have an open channel of communications with the Joint Commission in order to feel confident with the Joint Commission’s accreditation of organizations.  Thus, as much as possible, we ensure that state agencies recognizing Joint Commission accreditation receive periodic information on the status of accredited organizations within the state.  In addition, states are notified of any adverse accreditation decision.  This information assists the state in fulfilling its oversight function regarding certified organizations. 

Again, I respectfully request that you consider further amending 12 VAC 35-270 to include the recognition of The Joint Commission Behavioral Health accreditation program as an option for the certification of recovery residences in the state of Virginia.   At your request, we will make ourselves available to speak with you and your colleagues to provide a better understanding of the Joint Commission’s standards and survey process.  In the meantime, please contact me with any questions you may have.
