Would the board be able to produce a list of underserved vet clinics or volunteers If not and the grant money is handled by Commonwealth of Virginia Board of Agriculture and Consumer Services Let me know The way this http://townhall.virginia.gov/L/GetFile.cfm?File=33\4616\8118\AgencyStatement_DHP_8118_v1.pdf was written implies that those providing "free" services any an underserved area aren't compensated If that is the board's position give a clear cut example of such an establishment and why the person in charge and staff would be providing "free" services For example any college/university that happens to be in a 100 mile radius of an underserved area does not provide free services for any pet owner
