Separate the two thoughts in #5 and make the second sentence #6.
I disagree with #6. If a signer submits documents and/or changes to his registration during the "books closed" period, these documents should not be recognized and allow the signature to count. The books are closed; registrations and changes may not be entered into VERIS if they did not make the 21-day deadline. The documents are being held until the books are reopened. A person registering during that time period is NOT eligible to vote in the upcoming election; he did not make the deadline.
In H, the word should be "toward" not "towards."
In 1 VAC 20-50-30(E), does the phrase "candidate for President of the United States" include a candidate for a party nomination, or does it only apply to independent candidates for President of the United States?
