I am a theraputical foster parent and i oppose the reglatory action described in NOIRA Additional daily supervision rate structure (22 VAC 40-221)

if this regulatory action  goes threw it will make it very diffucult to maintain a lifestyle the chldren would need to elevate self esteem, as most of these children come into care with low opinions of them selves. Medicaid will pay for therapist but unfortunately the bulk of the therapy happens at home. The funding is needed to keep the children active in the community to participate in activities not funded by Dss or medicaid.

we want the children to leave foster care and become contributing members of our society do not peanalize the children please.

i oppose this reglatroy action (22-VAC 40-221).

NOIRA (Notice of Intended Regualatory Action)
 

"I oppose the regulatory action described in NOIRA " Additional Daily Supervision Rate Structure (22 VAC 40-221)." I feel that if this action passes, the results will be devastating! Not only will foster parents be affected but the children we serve will suffer tremendously. I am a foster parent whose work day is indeed much longer than your average eight hour work day. We are Therapeutic Foster Care providers that are on the job 24 hours. We need you to realize what it truly takes to raise our children adequately. Unfortunately with the cost of living increasing, to pass an action like this could cause a terrible disruption of the superb service we render.

I oppose rate restructuring for foster care placements.
 

I adamantly oppose rate setting for foster care placements in Virginia.  Rate setting places limitations on foster parents who are succeeding in changing the lives of Virginia's children.  Succeeding in foster parenting decreases overall reimbursement which is contrary to every other type of compensated work.

I oppose the regulatory action described in NOIRA additional daily supervision rate structure....this is just wrong and a open forum should and needs to be held. you will be destroying the future of foster children throughout the state with this plan and eventually setting these already underpriveledged children to a possible future in our correctional system when it could've been avoided.

This proposal is outrageous.  Why would you want to punish people for opening up their homes to displaced, abused and ngleced children.   There is no dollar amount that can repay foster parents for the love, structure and security they provide for foster children.

My husband and I have been licensed foster care parents since 2005. We believe that the structured environment we have provided for the children, ranging from ages 13 months to 15 years of age has made a life lasting impact. With much love and encouragement these kids will no longer have low self-esteem, but they will  realize who they are because of their determination and desire to be a become a productive individual. Even though the task is GREAT we are ready for the continued challenge. The costs of living is extremely expensive today and cutting funding now available to foster parents who are willing to give these children a chance to make it would be detrimental. The children are most important and decreasing rates will hurt them the most.

I'm neighbors with a family that has been foster parents for over 13 years. I have watched them sacrifice so much for the children. They have helped so many become bright young adults. When they take the children into their home the children have so many issues. It is the foster parents who help the children, they have them 24/7. They are the ones up all night holding a crying child, the ones sitting at the hospital all night, the ones that get called to school, take them to work  etc....... I could go on and on the things they go out of their way to do. And they are the only people that  do all this. You all want to repay them this way. It is only going to hurt the children in the long run. We all know that it is the foster parents that are the backbone to helping the children.

I believe this rate setting structure the Commonwealth wanting to implement for foster parenting is ridiculous. We have wonderful caring foster parents to open their homes and hearts to children whom have been abused and need love. It takes very special people to take on the responsibility of taking care of the needs of these special children. I asked that the Commonwealth reconsider this rate setting structure.

NOIRA ADDITIONAL DAILY SUPERVISION RATE STRUCTURE (22 VAC 40- 221)
 

I OPPOSE the regulatory action described in NOIRA "Additional Daily Supervision Rate Structure (22 VAC 40 - 221 )." It's not fair to us as Therapeutic Foster Parents who work very hard with these children daily to meet all there needs. If anything there should be an Increase for Regular Foster Care Parents but not a Decrease in Therapeutic Foster Parents. Being a Therapeutic Foster Parent is a 24 hour a day job you are going to a couple doctor appointments every other day. In addition to any other appointment they may have during the week. How can we as foster parents give the children things like the other children have if you want to cut the pay for us as well as the CHILDREN. IT'S NOT FAIR!!! THINK BEFORE YOU GO FORWARD ABOUT THE IMPACT ON THE CHILDREN AND FOSTER PARENTS. Remember we want our children to have GREAT SELF ESTEEM ABOUT THEMSELVES.

ESTABLISHING A RATE FOR FOSTER PARENTS
 

I'm a daughter of parents that are foster parents.  I read the forum and I am against what the state is trying to do with this category.  My mom has always loved other people children all her life.   She has tried and open her door to alot of children as we were growing up.  She never held a plate against a child that visited or hung around us.  She loved us and other just the same.  So now that I am an adult, it dont surprise me that my mom is now a foster parent.  She has sacrifised alot her years and time to help other children all her life.  And as far as I'm concerned the state just started actually paying these parents the proper money for the things they have to do to keep an abused or a confused or a misled  or mistreated child happy. THERE IS NO PRICE YOU COULD PAY A PERSON THAT GIVES THEIR HEART TO SOMEONE WITH NO CONDITIONS ATTACHED!!!!!!!!!! So tell me do you think that this will pat them on the back for a job well done? or will it stab them in the back for a job someone else should have done?  you tell me.  Because if this world had more people that dont mind giving up their time, health (blood pressure, tension headaches), their way of living....... to help another human being like FOSTER PARENTS DO.........we would have less killings, rapings, robberies,  and abuse in this messed up world.  FOR ONCE...... LET THE PEOPLE KNOW IT'S A GOOD THING TO STAND BEHIND YOUR NEIGHBORS WITH SUPPORT!  LET PEOPLE THAT HAVE BEEN ABUSED KNOW THAT THEIR ARE SOME DECENT PEOPLE LEFT, AND THAT THE DECENT PEOPLE DESERVE EVERY DIME AND EXTENDED TIME FOR THE VALUE OF THEIR HEARTS!!!!!!!!!!!  DONT GIVE UP HOPE FOSTER PARENTS AND MY MOM, GOD GOT THIS!!!!!!

I am a foster parent for Extra special parents organization. I oppose the additional Daily Supervision Rate. I think that this is an unfair regulation, foster parents should have a voice in any decision that would eventually affect us. We are the ones who care for these children night and day! We are the ones who stay up with them all night long as they cry for their real parents. We are the ones who take them to all of their appointments. Up and down the road making sure all of their needs are being met! You wouldn't understand are frustration with this regulation unless you were in our shoes!

Please, before passing any bill of this sort, take a few minutes and hear our concerns!!!

I am a senior citizen and have only been a foster parent for a short period of time, but I tell you it takes more time and money to maintain a comfortable life for foster children than it does with your own!!! With all of the doctor appointments, meetings, paper work in documenting everything, it would be unfair for any monies to be taken from the foster parent!! This is a full time job and some!!!

Please, Please, before you pass any proposed regulation talk to us, the foster parents!!!

I oppose the regulatory action described in NOIRA.

 The foster care kids already have been through so much by just being in the system, now not to mention attempting to cut back on financial structure for individuals or groups that take care of these kids. The cost of clothing, food, housing, and entertainment has gone up over the years. At times like this we should not compromise the well being of kids (the future) of our nation.

Please reconsider before inflicting more pressure on future of our kids within the system.

 I oppose this action  as described in NOIRA.  This action is truly unfair to the children who are in the system  because they have to be there not because they want to be there.  So why punish them more then they deserve and make it harder for those parents/adults who sacrifice there time and energy to help these children.

This would put all foster children at even more of a disadvantage, in regards to being placed in a quality foster home...  It takes money to raise and educate a child, and without that, you are setting them up to fail.  How can they become an asset to any community, if their not given a fair and well deserved opportunity,  from the beginning of their placement until they reach adulthood?
