The privacy of citizens of the commonwealth is not assured by this regulation.  There should be very strict regulations on the verification of law enforcement requests.

The definition of Law enforcement and investigation is very loose.  There should be very vigorous and restrictive definitions for both federal and out of state law enforcement. 

Fax requests should not be permitted. 

Federal and other state requests should only be provided when a warrant is provided to the Commonwealth of Virginia.
